Contracts Analyst - Honeywell

Qualifications:
Bachelor's degree in business administration, law, or related discipline and 2 years of experience. In lieu of formal education, 10 years of directly related work experience is required. Specific contract requirements regarding education and experience will prevail. Direct military experience may substitute for formal education on a one-to-one year basis.
Must be able to obtain and retain a Secret Clearance
Must obtain a passport
Must have a valid US drivers license

Serves as a Program Analyst for the Army Field Support Battalion (AFSBn).  The primary responsibilities are analyzing, developing, evaluating and promoting improvements in procedures and automated systems related to contract administration.  Oversees contract administrative functions supporting battalion and brigade.  Provides continuity and source of historical knowledge for DOD civilians and military personnel.  Monitors production, inventory reports and administration from other contractors.  Maintains integrity of contract procurement on new work and contract modifications.  Coordinates and present to staff the contracting officer representative training.  Provides recommendations to 2-401st staff of maintenance, transportation, quality surveillance, support operation on contract issues and concerns.  Formulates performance summaries, statement of work and performance work statement inputs for ACO. Expedites all actions necessary to ensure maximum and timely customer support.

Expert knowledge of Army acquisition and contracting, asset management, requirements determination, and logistics data management processes; maintenance operations; related support functions of accountability, quality assurance, and their interrelationships; readiness reporting requirements; and hand-off procedures for equipment for Army war fighters.

Expert knowledge in Army programs that manage and maintain Asset Accountability theater-wide; to include unit organic property via Army STAMIS systems, Standard Property Book System-Revised (SPBS-R), Property Book Unit Supply Enhanced (PBUSE), Army War Reserve Deployment System (AWRDS), and Automated Battle book System, and AMC Battle Web.  Skill to plan, organize, and direct business process groups in support of logistics systems and to negotiate effectively with management and contracting personnel to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with present processes.  Purpose of contacts are to represent units and provide advice and guidance on coordinating issues; resolving problems, some of which will be controversial; developing plans and programs strategies; obtaining assistance and support working in coordination with other contractors.  Contacts requirements occur during telephone calls, meeting, conferences, briefings, high level visits, and etc.  Incumbent keeps the Commander and key management staff apprised of the status of program execution issues.
