Required Quality Control / Resource Management Optimization Expert for UNDP IN KUWAIT

Objectives:
  1. To contribute to the objectives of GS-SCPD pertaining to raising the efficiency of the human resources;
  2. To conduct On-Job Training (OJT) of relevant HR to improve productivity performance;
  3. To explore new work systems that reduce inefficiencies and would enhance high quality completion while avoiding bottlenecks in application of procedures;
  4. To maximize operational efficiency to provide timely delivery of relevant output.
The consultant will be working with top management of the GS-SCPD and hence must be able to comprehend the full functions and work systems of the beneficiary. He/she is required to:
  1. Execute the SG instructions and requests with the highest standards of quality and efficiency. In doing so, the expert is expected to liaise with the rest of the beneficiary’s staff and relevant departments (in and outside the GS-SCPD) to ensure timely, accurate and professional delivery; 
  2. Ensure that work procedures applied at the beneficiary’s are functional and achieve best results with minimum resources;
  3. Audit reports for accuracy, verifications, and quality in addition to editing said documents textually in both Arabic and English;
  4. Conduct On-Job Training (OJT) for the beneficiary’s staff with the aim of raising skills and proficiencies adequate to fulfill the required standards of delivery quality and distinction;
  5. Follow up on all beneficiary’s documents and manage all relevant functions to ensure that said documents are available, reviewed and ready to use.
Expert's Outputs:
  • Monthly progress report approved by the beneficiary;
  • Briefs and analysis on management best practices upon the request of the beneficiary;
  • Quarterly report on the progress made on the on OJT;
  • Final report with recommendations for future actions.    

Competencies

  • Ability to advocate and provide policy advice and work system improvements;
  • Awareness of the need for development and operational effectiveness;
  • In depth knowledge and strong track record of using internationally oriented programmes and instruments;
  • Excellent understanding of the rules governing programme management and implementation modalities as set by the beneficiary. This attribute is a plus;
  • Ability to lead formulation, implementation, monitoring and evaluation of development programmes and projects;
  • Strong communication skills.
Education:
  • PhD in administration, management or HR. MBA degree acceptable.
Experience:
  • Professional experience no less than 10 years in the field;
  • Significant experience in GCC and Kuwait in particular is a plus;
  • Professionally linguistic skills and abilities (Arabic/English).
Language Requirements:
  • High proficiency in Arabic and English reading and writing.
